The water whisp class of light cruisers take their origins from water spirits which are said to be the lost souls of those who died out at sea, and who have yet to find their way back home. Occasionally they are found wandering around beaches during misty days. The water whisp class were laid down in 1910 and all 8 ships were finished by 1914. When complete they served in scouting fleets as heavier units, thus giving torpedo boats and destroyers an edge in a firefight, or otherwise preventing an enguagement from breaking out in the first place. During peacetime scouting fleets containing these ships would patrol the ocean and coasts, taking part in anti piracy and trafficing operations, whilst also dealing with stray foreign vessels. The water whisp class of vessels would last for 59 years before being decomissioned and sold for scrap, with one being turned into a museum.
