At the time, water mains were piled up on the premises of the Yodobashi Water Purification Plant, but were cruelly damaged by the earthquake. The Tokyo Metropolitan Government Reconstruction Memorial Hall was built in 1931 as an auxiliary facility to the Earthquake Memorial Hall (now the Tokyo Metropolitan Government Memorial Hall) in order to pass on the devastation of the Great Kanto Earthquake to future generations and to permanently commemorate the great work that was done by the public and private sectors to reconstruct Tokyo from the ashes of the disaster.
