Rather than using fossil fuels, cars of this century run on clean electricity powered by mini nuclear reactors inside the engine, rendering the use of fossil fuels like gasoline and diesel obsolete. Plutonium cells are used as a source of fuel for the reactor which greatly minimizes pollution. They are designed to last for up to 5000 miles before needing to be replaced at the fuel stations of the 22nd century. There are more than enough of these in California to keep the streets patrolled.
