To me it looks like a service robot serving fast-food at a diner, a janitor or information assistant at an airport or a security agent constructed by a private police agency, like OCP or UAC =] Is is assembled of 151 toy bricks in Bricklink-Studio 2.2.9 with the LDraw parts library; of course there is a real exemplary with slightly different colors.
